Frans Oosterhuis has some 30 years of experience with applied, policy-oriented research on a wide range of environmental issues. Having a background in economics, he is used to work both independently and in close cooperation with people from various disciplinary backgrounds and in international research teams.
Frans’ recent fields of research include, among others, the use and effectiveness of economic instruments in environmental policy, the impact of specific policies and instruments on innovation and the diffusion of cleaner technology, environmentally harmful subsidies, and the implementation of EU environmental policy in the Netherlands. Application areas range from energy, transport, climate, air, water and waste to biodiversity.
Between 2005 and 2015 Frans has been the coordinator of an international consortium performing economic studies for DG Environment of the European Commission and has contributed to a number of these studies. He has been involved in several projects for other European institutions (including the European Parliament and the European Environment Agency) as well.
The Dutch Ministry of Environment (I&M; previously:VROM) is another main client for which he works. In recent years, he has contributed to various studies for VROM on economic instruments and he has participated in a number of projects under the STEM programme (evaluation of environmental legislation for VROM). He is also co-author of the I&M-sponsored Handbook on EU environmental policy in the Netherlands.
Frans is editor of the Newsletter on Environment and Economics (in Dutch).
